RAAH is a policy research and advisory platform working to strengthen evidence-informed public decision-making in India.

Our work lies at the intersection of policy research, capacity building, and applied analysis. We engage with complex public systems by examining institutional structures, incentive dynamics, and implementation constraints, contributing to the design of interventions that are evidence-grounded and operationally viable.

RAAH’s work spans domains such as gender and livelihoods, digital welfare, informal work, climate resilience, and emerging technologies. Through research, structured analysis, and engagement with institutions and practitioners, we translate policy complexity into actionable insight.

What We Do

Public policy challenges are increasingly complex, shaped by institutional constraints, incentive structures, and the interaction of multiple actors across the state, market, and society. RAAH addresses these challenges through rigorous analysis, structured learning, and applied policy engagement.

Conducting evidence-informed policy research

We produce structured analysis of public systems, policy design, and implementation challenges across domains such as gender and livelihoods, digital welfare, informal work, climate resilience, and emerging technologies. Our work aims to contribute to more grounded and actionable policy discourse.

Building policy capacity through structured learning

RAAH runs a policy fellowship that equips emerging professionals with the ability to engage critically with real-world governance challenges. Through case-based learning, analytical frameworks, and applied assignments, we develop the capacity to move from understanding policy problems to designing viable interventions.

Engaging with institutions on policy and implementation challenges

We work selectively with governments, non-profits, foundations, and practitioners to contribute to policy diagnostics, program design, and institutional analysis. Our approach emphasises alignment with policy architecture, identification of implementation constraints, and the development of solutions that are both evidence-grounded and operationally viable.

Across all our work, we prioritise analytical rigour, clarity of reasoning, and an implementation-oriented approach to public decision-making.

Founder

Parneet Kaur

Parneet Kaur is a public policy professional with experience across legislative research, policy analysis, and governance practice in India. She has worked with the Rajya Sabha Secretariat, the Office of Member of Parliament, and the Ministry of Rural Development, engaging with policy processes at the intersection of institutions, programs and implementation.

Her work has involved policy research, legislative analysis, and contributions to the design and understanding of public programmes, particularly in areas related to livelihoods and governance. Through these engagements, she has developed a grounded perspective on how institutional dynamics, incentives, and constraints shape policy outcomes.

Her interests include public systems, AI governance, and gender economics. At RAAH, she leads work across research, fellowship design, and advisory engagement, with a focus on strengthening analytical capacity and enabling evidence-informed, implementation-aware public decision-making.
